Expansion of the eFeedback Manager License to allow for unlimited users.
The City Manager stated that this is a contract amendment and the amount
of the total contract is $36,400. Motion passed
Updating
the proposed Master Fee Schedule with the exclusion of the Development
Impact Fees. Resolution No. 159. Motion passed
Amending
the Classification Plan to add the classifications of (1) Library and
Community Services Director, (2) Planning and Building Services Director,
(3) Information Technology Director, (4) Public Works Operations and Maintenance
Director, and (5) City Engineer. Resolution No. 160-05. Motion

Adopting
resolution declaring that a public health approach to anti-violence planning
and youth investment is the City of Richmond’s highest priority.
The resolution included directing the City Manager to appoint a person
to be the lead person to gather data and a proposal of action steps to
implement violence prevention strategies be submitted by the City Manager
to the City Council on December 6, 2005. Motion passed

to establish wages, salaries, and compensation for the classifications
of :

Amending
Section 2.40.070 of the Richmond Municipal Code to conform the compliance
time frames of the Public Information Ordinance to those set forth in
the State of California Public Records Act. Motion passed
Appointing
Councilmember Bates as Voting Delegate and Councilmember Griffin, as Alternate
Voting Delegate, for the National League of Cities’ Congress of
Cities’ Annual Business Meeting to be held in Charlotte, North Carolina,
December 10, 2005. Motion passed
Supporting
short-term plan to evaluate installation of curbs and gutters and additional
paving and direct staff to bring back alternatives on possible solutions
to prevent annual flooding on Plumas Avenue in the Richmond Annex and
to place the issue on the CIP list and include alternatives on financing
the project. Motion passed
Repealing
Richmond Municipal Code Section 6.02.20 and Richmond Municipal Code Section
6.02.150 (b) (c). With friendly amendments to direct staff to bring back
a report. and that a sub-committee (Mayor Anderson,Councilmembers Marquez,
McLaughlin, and Viramontes), work with staff to prepare a revised ordinance.

by Joe Carlevaro of the Design Review Board’s approval to allow
construction of an 858 SF addition to an existing single-family dwelling
at 1218 South 57th Street. Motion failed
Voted against:
Amending
and restating an interim ordinance restricting ground floor uses to certain
retail uses in specified areas of Macdonald Avenue, 23rd Street, and the
vicinity of Hilltop Mall. Motion failed

Councilmember
McLaughlin requested the City Manager to submit a report regarding the
Disabled Persons Recreation Center at the December 6, 2005, meeting.
