Voted
in favor of:
An
agreement with Ralph Anderson and Associates for recruitment
of a Budget and Financial Services Agency Director and
Deputy Budget and Financial Services Agency Director.
The contract period is March 16, 2005 through September 20, 2005. The
total amount of the agreement will not exceed $49,500. Motion
passed.
A
resolution amending Resolution No. 90-94 to adjust appropriations
of the 2004-2005 WIA and Grant Programs for Project HIRE to provide
employment and training services for residents in the Iron Triangle,
Santa Fe, Coronado, Cortez, and Woods Neighborhoods. This amendment will
add $50,000 to Employment and Training’s 2004-2005 adopted Budget.
Motion passed.
A
resolution amending Resolution No. 90-94 to adjust appropriations
of the 2004-2005 WIA and Grant Programs to support Youth Build-related
activities for construction skills training, referrals to local unions,
and job placement in construction. This amendment will add $100,000
to Employment and Training's 2004-2005 HOPE VI Budget. Motion
passed.
A
resolution supporting a Defined-Benefit Retirement method for
CalPERS and CALSTRS and opposing the proposed Defined-Contribution
method, as well as urging the cities of Contra Costa County to
support identical resolutions to send a unified message to Sacramento.
Motion passed.
The
Mayor’s recommendations for the following appointments
to the Arts and Culture Commission: (1) Thomas Pope, (2) Donald
Tanzier, and (3) Suzanne Kimiko Onodera, terms expiring January 30, 2006.
Motion passed.
Reconfiguring
the agenda, allowing speakers to speak on items on the
agenda and those not on the agenda, and reserving three
seats at the front of the Council Chamber for the speakers.
Open Forum will be after the Statement of Conflict of Interest,
and the City Clerk will investigate the possibility of voting orally on
some items. Motion passed.
Creating
a database to communicate with Richmond citizens via
email. Motion failed.
Voted against:
An
approval amending a contract with Trisha Aljoe
to provide legal services was presented. This amendment will
increase the contract amount by $50,000 for a total contract amount of
$100,000. Motion failed.
An
approval of an extension of a Termination Lease with
Stevedoring Services of America. Councilmember McLaughlin
stated that she opposed this because it was not just
extending a lease, but was putting the wheels in motion for a
controversial business deal for the Port. Motion
passed.
Adopting
a resolution establishing a policy concerning maintaining
confidentiality of proprietary data. Councilmember McLaughlin
stated that this was about ChevronTexaco’s reporting
their utility consumption and not about patent revelation. She
stated that she wanted to remain able to question and investigate further
any data received. Motion failed.

at 11:00 a.m., from Dolores Park to protest the war in Iraq.
