Voted
in favor of:
A
resolution installing a designated parking space
for the disabled at 2961 Gilma Drive. Motion
passed.
A
resolution installing a designated parking space
for the disabled at 849 -23rd Street was
presented. Motion passed.
A
salary adjustment for the City Clerk.
The City Clerk’s salary is 38% below market and the last salary
adjustment given was July 1, 2001. An 18% salary increase for the City
Clerk was approved. Councilmember McLaughlin stated that
she is voting for this because it is an equity issue
and this should not be considered a green light
to give raises for all department heads, while
we still have massive layoffs. Motion passed.
A
resolution commending and in recognition of the 20th
year of Civilian Oversight through the Richmond Police Commission.
Motion passed.
An
ordinance establishing and implementing penalties
for boom boxes was presented. Councilmember McLaughlin
made a friendly amendment to recommend to the Police
and the Courts to offer community service for offenders.
The amendment was accepted. Motion passed.
Adopting
Rosenberg’s Rules of Order.
Adopting
and establishing 8:30 a.m., as the standard time
for Closed Session. Public comment will be heard prior
to adjourning to Closed Session and during the
evening Open Session. Motion passed.
Adopting
and revising the multiple agenda format for meetings
of the City Council and other agencies into a consolidated format.
Motion passed.
Adopting
and creating a new agenda category entitled “Council
and Committee Referrals to Staff.” Motion passed.
Referring
to the Finance Committee for funding in the 2005/06 fiscal year
budget an electronic system for document imaging
and agenda preparation and distribution. Motion passed.
Reducing
speaker’s time to two minutes each when there are
10 or more speakers for an agenda item. The exception
would be for Public Hearings and Open Forum. Motion
passed.
Voted
against:
Establishing
three City Council Standing Committees to include four members.
Councilmember McLaughlin restated her belief that
three members are sufficient for committees, since they only
recommend and do not adopt policy. She also stated that committee size
needs to be less than a quorum; so in 2008 (when council size is reduced
to seven members) the size of committees will, of necessity, be reduced
to three members. Motion passed.
Changing
the meetings of the City Council from weekly meetings
to twice-a-month meetings for a trial period of six-months,
beginning April 1, 2005. Motion passed.
