in favor of:
An
Award of a Purchase of Services Contract to KPA Group
to provide structural engineering design services for the Seismic
Safety Upgrades Program. The total amount of the contract will
not exceed $675,000. Motion passed
Authorization
of lease assignments from Greater Richmond Social Services Corporation
to the YMCA of the East Bay for properties located at 445 8th
Street, 1350 Kelsey Street, 1410 Kelsey Street, and 360 Harbor Way South.
Motion passed
Resolution
authorizing execution of a contract with A&B Construction,
Incorporated, the low bidder for construction of Underground
Improvements under the North Richmond Street Improvement Program
in an amount not to exceed $496,816. Resolution No. 48-05. Motion
passed
Ordinance
extending the viability of the Local Employment
Ordinance for an additional six months, from
April 30, 2005, through October 31, 2005, and to give first and
second reading to adopt proposal. Ordinance No. 22-05 N.S. Motion
passed
The
Council voted separately on each Board and Commission
appointment. Commission on Aging: Willie Gholar;
Doris Jones; D’Emanuel Grosse, Sr.; Dorothy Hurd; and Mary Peace
Head, incumbents terms expiring May 19, 2007. and Human Relations
Commission: Margaret Hanlon-Gradie, term expiring March 30, 2008
respectively. Motion passed. Police
Commission: Dolores Hembree (see "Voted Against"
below)
Recommendation
to resolve and prevent future operational deficit in
the Recreation and Parks Budget relative to the Richmond Memorial
Convention Center. Rich McCoy, Assistant City Manager presented
a report and recommendation to the Council to resolve the deficit. Council
accepted staff recommendation establishing a payment plan for the $238,000
owed to the City’s General Fund, and directed Bill Lindsay, City
Manager to implement the Council policy. .Motion Passed
Voted against:
Ordinance
establishing wages, salaries, and compensation for the
classification of Confidential Investigative and Appeals Officer
(Salary Range #04.1, $6,137 to $11,396/month) and modifying Executive
Employees Ordinance No. 2-05 N.S. Motion passed
Ordinance
extending the viability of the Richmond Business Opportunity
Ordinance for an additional six months from
April 30, 2005, through October 31, 2005. Ordinance No. 21-05, N.S. extending
the Richmond Business Opportunity Ordinance for an additional
six months. (Gayle supported this in concept,
but opposed it based on it’s implementation
limitations. She has since altered
her position and has supported a further extension
of this, requesting that staff work on effective implementation.) Motion
passed
Public
hearing to accept the Planning Commission’s recommendation
and submittal of the City of Richmond Draft Housing
Element to the State Department of Housing and Community Development.
Submit the Housing Element document as recommended Resolution No. 47-05.
(Gayle had suggested important language
change regarding affordable housing and expressed concern
that is was not integrated directly in the draft.) Motion
passed
Reappointment
to: Police Commission: Dolores Hembree, term expiring November
1, 2008. (Gayle opposed this appointee based
on the appointee’s family relationship to police department
employees.) Motion passed
