In
the matter to consider appointments and reappointments to Boards
and Commissions: the appointments and reappointments by the
unanimous vote of the Council: (1) Economic Development Commission:
Reappointed Hermann E. Welm, (2) Youth Baseball Advisory Board:
Appointed Tracy Reed and (3) Library Commission: Appointed
Karen Roy and Luis Perez. Motion passed.
In
the matter to authorize the Office of the City Attorney to hire
two full time employees or contractors to meet legal obligations, generate
revenue, and provide legal services. A substitute motion was
made by Councilmember Marquez seconded by Councilmember Penn to hire two
full time employees under contract, and the employee contract will expire
upon hiring of the permanent City Attorney. Motion passed.
Emergency
Equipment Purchase requests from Public Services.
a. Purchase 1 truck as replacement for1 older model truck. Total cost
of purchase is $28,290.25.
b. Purchase of 1 truck as replacement for 1 older model truck. Total cost
of purchase is $28,689.30.
c. Purchase 3 trucks as replacement for 3 older model trucks. Total cost
of purchase is $111,219.42.
d. Purchase 8 trucks as replacement for 8 older model trucks. Total cost
of purchase is $111,471.52.
Motion passed.
Voted
against:
An
ordinance extending the viability of the Local Employment Program
Ordinance (LEP) for an additional six months from April 30, 2005,
through October 31, 2005. Gayle had concerns that this
LEP has not shown an actual benefit in local hiring and the absence
of a viable compliance/monitoring mechanism. She was concerned
that an extension would be a rubberstamp of something that has shown itself
to be ineffective. Motion failed .
Addendum:
In a subsequent meeting, Gayle agreed to support the extension with the
understanding that satisfactory revisions must be made in terms of a real,
concrete, and enforceable program that truly offers Richmond residents
employment opportunity.
An
ordinance extending the viability of the Richmond Opportunity
Ordinance for an additional six months. Gayle had similar
concerns (as with the LEP) in terms of the need for a viable compliance/monitoring
mechanism. Motion passed.
Resolution
No. 38-05 regarding the Position Classification Plan
Amendment, received introduction of an Ordinance establishing
wages, salaries, and compensation for the classification of Confidential
Investigative and Appeals Officer, and approved a Tentative
Employment Agreement with Donald Casimere to serve as
Confidential Investigative and Appeals Officer. Councilmember
McLaughlin stated that she would not vote in favor of the matter.
She stated that she disagreed with the process used to hire Mr.
Casimere. She stated that the process concerned her because the
public was not included. She stated that she opted out
of participating because she felt that violation of the Brown
Act occurred during the process. Motion passed.
Gayle's
Report of Office:
Attended
the Workshop sponsored by the Bay Area Air Quality Management District
held on March 24, 2005. Attended the Point Molate Scoping Meeting
at the Richmond Convention Center. Announced the unveiling by
Richmond Teens of a Mural “Beautiful Life” by Muralist
Isis Rodriguez and Richmond Teens, and is an artistic expression against
gun violence on Sunday, April 10, 2005, at 2:00 p.m., at the Nevin Community
Center.
