Voted
in favor of:
Approval
to award a repair contract with Karber’s Auto Body
to repair City vehicle number 260. The total cost of the repairs
is $10,515.88. The repair costs will be funded from the Services
Auto Parts account string. Roscoe Ward, Public Services gave
an overview of the matter. Motion passed
Agreement
regarding Stevedoring Services of America (SSA), Port of Richmond.
Council previously approved termination of a lease with SSA at Terminal
# 3, effective May 18, 2005 and SSA is requesting a 30-day extension
on the termination date, making the new termination June 18,
2005. Motion passed
Appointments
and reappointments to Boards and Commissions: (1) Commission
on Aging: Beverly Wallace, Incumbent, term expiring May 19, 2007;
(2) Housing Advisory Commission: Emily White, Incumbent,
term expiring November 1, 2006; (3) Economic Development Commission:
William Acevedo, term expiring March 30, 2007. Councilman Bates
made a motion to approve the recommendations for appointments and reappointments
and vote separately on the proposed Police Commission appointment
(see below). Motion passed
Direct
the City Manager to commence a Request for Qualifications/Request
for Proposals (RFQ/RFP) process for management and promotion
of Richmond Convention Center. Motion passed
Amending
Chapter 6.06 of the Richmond Municipal Code pertaining
to the Historic Structures Code to: (1) Downsize the Historic
Preservation Advisory Committee, (2) Provide more flexibility
for appointee qualifications, and (3) Incorporate minor
operations revisions that satisfy State of California requirements
for Richmond to become a Certified Local Government.
Motion passed
Authorize
the City of Richmond to enter into Mills Act Agreements.
Mr. Lindsay, City Manager, stated that each individual contract would
have to come before the Council for financial analysis. Motion
passed
Consider
providing policy direction concerning a possible ballot
measure to increase local revenues and to provide enhanced, stable funding
for library services for the City of Richmond. Staff recommendation
is for the Council to authorize the retention of a consultant
to complete a voter-opinion survey. Motion
passed
Voted against:
Appointment
to Commissions. Police Commission: (4) Emile
De Vera, term expiring November 1, 2005. Gayle agreed with
many of the public speakers on this item that
Mr. DeVera is too close to the police department to be
an effective police commissioner. Motion
passed
