Public
hearing in the matter of a proposed ordinance establishing
the Point Richmond Neighborhood Improvement and Community Enhancement
(N.I.C.E.) District. Regarding the final tally Bill Lindsay,
City Manager, reported the following: Weighted percentage in favor: 29.04%.
Weighted percentage against: 70.96%. Therefore the proceedings are abandoned.
He further stated that there were 49 of 59 properties casting ballots
– 14 properties voted in favor, and 35 properties voted against.
Motion failed
Public
hearing on an appeal by Mildred Carlton from the Planning
Commission’s approval of a Conditional Use Permit to
operate a 4,585 SF Family restaurant and bar and to consider
authorizing a Conditional Use Permit to permit a new nonconforming
use in a portion of a building at 12889 San Pablo Avenue. Council
voted in favor to deny the appeal and adopt Resolution No. 114-05. Motion
passed
